wtf is up with the dragon king statue being shackled like a prisoner???

So I was back visiting last week and went to this old temple by the river that I’ve walked past a million times but never actually went inside. There’s this big Dragon King statue (the one with the green robe and the beard, you know the type) and I noticed these rusted iron rings bolted into the bas……
